the 17-40L and the 16-35L mkII lenses are very similiar in image quality (IQ) across the frame, when using smaller apertures like f/4 or smaller. The 16-35 is one millimeter wider, which is noticable mostly only when compared side to side. The difference between 40mm and 35mm is pretty significant on the long end. However, the reason for the increased price is the ammount of precision glass needed to allow that f/2.8 aperture. It all depends on your needs, the filter size is also a consideration

That's a great question, but I've not tested the 16-35mm II so can't comment! It's obviously a stop brighter, but around twice the price... so it depends how much you value f2.8...
